My mom about twenty-five years ago tape recorded some of my family and now when we try to play them they are noisy and the voices are very soft. How do I bring out the voices and reduce the noise?

This is a job for SF Noise Reduction. If you have it read the directions and follow the tutorials and it will do very well for you.

The Noise Reduction plug in is necessary for this trick. Select a place on the file where there is no speaking, only the tape noise. Open NR, click capture noise print, and click preview. then on the bottom, click the selection box and select the whole file. This will get the noise. I use rcgaudio plugin to rebuild some of the higher end that is usually lost on tapes. Then normalize or compress as desired. This should get you in a natural sounding tape without the noise.
