I just found out that I would have to buy sound forge for almost three-Hundreded dollars plus another three-Hundreded dollars for a noise reduction plug in. So I was wondering I threr is any whay to remove noise and bring out voices without spending $ 600? Right now I have Sound Forge Studio 5.0

What you can do with Sound Forge Studio is to play with the EQ settings. Most of the tape hiss is in the 2KHz and higher range, most of the voices are in the 200Hz to 2KHz range, most of the rumble and thumps are in the 200Hz and lower range. You can use EQ to lower frequencies below 200Hz and above 2Khz, and to raise frequencies between 200Hz and 2KHz. This will help some, but not an enormous enough. If you go too far the voices will start sounding very canned and tinny, like old AM radio.

Like Chien said, You may be able to attenuate the hum somewhat with EQ .... which includes anything else in that frequency range.
But nothing works like the noise reduction plug-in. Which has parameters for clicks, pops and static, in addition to general din type noise reduction. ie: hum, tape hiss, A/C noise, ect.
SF had a 6.0/NR-2 upgrade bungle package for around $299 for a while I believe.
Call SF customer service and see what they can do for you. I'm sure it will be a lot cheaper than $600.
