Subject:Timeline Offset?

What's the easiest way to make a timeline offset to reference my edit/cue points from my DAT transfer? I scanned the manual with no luck. There's probably a simple solution.

1) Select all, then move to the offset time?
2) Insert silence (but it's limited to 10 min)?
3) Create regions, then move to offset time/cues?
4) Adjust SMPTE or MIDI timecode?
5) Do this in Vegas?
