The feature you are referring to is snapping. You have two options: you can snap to the beat (whole, half, quarter notes, etc.) or snap to the grid. Enable the option from the Options menu.

Even with snapping on it seems dicey laying in loops right at the begining of the song. the curser keeps changing from track list to Track veiw.Probly just the way its supposed to be

Zoom in on the grid. (Use the Zoom button in the right corner of the Track View; the one with the magnifying glass on it.) Be sure that the absolute bottom left side of the cursor (whether it's the Pencil Tool or the Paint Tool) rests to the immediate right of the grid line you wish to draw or paint on and click.

One of the most valuable tools when working with SoFo products is a scroll-mouse. The wheel controls the zoom in/out function which makes fine editing and whole-song view super-fast. I got this tip about six months ago and it's saved a lot of time and clicks.
