Programs that don't respond when SF6 is open. -Sound Forge - PC

I've been having this problem for quite some time now, and even after reformatting my hard drive and reloading all the programs, it's still not fixed. Certain programs won't start while SF6 is open, such as Musicmatch 7.5, Windows Explorer, Easy CD Creator 5. I can wait 10 seconds or 100 seconds and nothing will happen if I execute these programs with SF6 open. But the second I close SF6, these programs will suddenly open. I'm using Windows XP Pro, and keep all of my programs (including SF) updated. Anyone else having this problem?
