Subject:resampling up problem

When I resample a voice file from 8K sampling to 11K sampling (interpolation=4) , it gots unacceptable noise.

Q1. Is there aother better way to sampling "up" a voice file
Q2. I tried different Noice reduction methods, but the results are not good. What is the most effective to reduce background noice ?
