This will be very similar to recording a mixed down version of your work to cassette. Connect the main L & R outputs of the Tascam to the Line Input on the soundcard in your computer. Most consumer grade sound cards have a 1/8" stereo jack. Radio Shack sells an inexpensive 6 foot cable with a 1/8" stereo plug at one end and a pair of RCA plugs on the other end; this should be perfect for the task. Double-click the little speaker icon in the lower right corner of the screen to open up your sound card's mixer control panel. Click Options / Properties / Recording and make sure that Line-In is selected, then click OK. You'll now see a set of volume controls. The Line-In can be used for setting the level while recording.

Open Sound Forge and click the red circle button to record. You can specify the format of the file (44.1KHz 16 bit stereo is CD quality). Check the box labeled Monitor to turn on the meter display. Start playback on the Tascam and adjust the volume level so that your loudest peaks fall somewhere in the -12dB to -3dB range in Sound Forge's level meters. When you've got the level correct, rewind the tape in the Tascam, click the round record button on the screen, and start playing the tape again. Click the square button to stop when the song is done. You can then close the recording window to return to Sound Forge's main editing screen for more editing and to save the file.

Hey Cooldude, Are we talking quarter track here or 4-track multi-track? A 1/4 trk. typically plays stereo tracks in both directions like a cassette.
That said, if you are looking to transfer tracks from a 4-track multi-track, such as the vererable Teac 3340 series or later Tascam multi-trk models and re-mix, you will need Vegas or other multi-trk software and a soundcard with at least 4 input channels. (Though you can sometimes get away with a stereo sound card, "wild sync" the 2 pairs of tracks and hope for the best.)
