Is there a short cu command or can one be set to get to the pitch shift effect window?

Goto Options>Preferences>Tool Bars. Check the Effects Tool bar. Now you will have a 1 button push launch of the Pitch Shift. You can even make custom toolbars, and dock them anywhere on the screen.

You could also use the keyboard in three strokes: Alt+C, then P, S

Same applies in all Windows applications... hit Alt+the underlined character in the menu list, eg, Alt+F = File, Alt+E = Edit, Alt + C = Effects (in SF) and so on.

Once the drop down menu appears, you don't need to press alt when pressing the next underlined character. Esc or clicking away from the menu will make it go away.
