Different sample rates, different pitch -Sound Forge - PC

I've generated 1 second tones in 2048, 8000, 11,025, 22,050, 44,100, 88,200 and 192,000 sample rates. NONE of them sound the same. I realize that there are all sorts of issues that come into play when you try to render sounds at about half the frequency of the sample rate, but at a frequency of 200Hz, none of these sample rates should have any trouble with the signal. I'm running this on a laptop PC. (Dell inspiron5100) Anyone have any idea what the problem could be?
