i have a audio file that runs for 16 seconds and would liek to extend the music to 19 seconds. Is it possible? if so how?

If you don't mind the pitch getting lower too (like the sound of a tape recorder running slow), use Effects / Pitch / Bend and slow it down about 3 semitones (will be 19.0273 seconds instead of 19, probably close enough).

If you want to preserve the same pitch, use Process / Time Stretch instead. You can set the final time to any duration you wish. This will result in an increase of 18.75%. Unfortunately, time stretching more than about 10% or so results in some weird flanging and distortion so you may not be happy with this.

Another option is to add lots of long reverb so that the last sound is held out for an extra three seconds. This may sound very hollow and unnatural.

Possibly using some of all three methods would work well. Pitch bend it to 17 seconds, time stretch to 18 seconds, and then a bit of reverb to hold out for the last second ... Experiment and see what you like best.
