Near the lower right corner of the screen is a small text box that will probably say something like 44,100 Hz or 22,050 Hz (numbers may vary depending on how the file was created). Double-click this box and enter a lower number. If the original was 44,100 Hz and you enter 33,000 then the voice will play back approximately 3/4 the original speed. The pitch will also drop like a tape recorder playing slow. If you want to keep the pitch the same while the voice is slower then use Process / Time Stretch. You can enter a new time or move the slider. In this case, a larger percentage means slower playback.
