Can you edit WMA/WAVE/MP3 files to reduce sibliance using Soundforge? If so how?

Sure you can. There are many possible equalizer configurations in Sound Forge to do just that.

However, compressed formats (mp3, wma) have the high frequencies chopped off anyway so I doubt if you will want to remove very much "ssss."

Both the paragraphic and parametric EQ's have presets for hiss cut. You can use one of these as a starting point and tailor to your needs.

For sibilance, try the multiband dynamics processor. There is a preset for reducing sibilance by dynamically reducing the ssss when they occur. The other frequency bands remain unaffected, so it's in effect a dynamic reactive equalizer.
