Subject:synchronize voice in video

Due to recording differences, voice track in video is slightly out of sync. I am looking for a precise method to shift the sound track some milliseconds. I use SoundForge 7.
To move the track to the right, I imagine I could insert a microscopic region at the start of the track; and cut a microscopic portion of the track to move it to the left.
I wonder if there is a better idea.
