I've rendered a mix in Vegas and opened the file in SoundForge 5. When I run statistics on the file it shows the max. sample to be -3.03. If I want the max. sample to be -3 exactly can I use the "volume" process and bump it up .03, or will that introduce distortion and/or phase issues like normalizing may do?

Well you'll be introducing another process to the file which you would generally try to keep to a minimum for 3 one hundredths of a dB. I doubt you would even hear the raise in volume but yes you could set the gain in the Volume applet to .03 and that should get you what you want or use Peak Normalize and set the fader to -3 dB.
