Sensitive clip meter too sensitive? -Sound Forge - PC

I've noticed with a track that has been professionally mastered - levels are not higher than 0db however the peak meter clips in sections where I know there is no clipping. I have also noticed this on other commercial CDs where the mastering job has been consistently good - however anything at 0.0 is considered clipping. Opening the same wave files in CDA results in no clipping? Any ideas? Thanks.
