"Ray of Light " is an excellent electronica album in that
it is not hard thumping techno, its mostly soft ballads
with synths and effects in them. What loop library(or
libraries) would be best for these kinds of sounds?

The Bill Laswell Loop Library and/or Universal Groove Elements may do the trick for you. I'm sure there will
be more soft synth loop libraries from Sonic Foundry at some point in the future.
