Is there an option that prevents the markers and regions from moving when I delete a section of audio? I recorded some voices and wanted them to line up with the video, so I put a marker where the voices start in the video, then when I try to delete some of the audio to line it up with the marker, the marker moves with it and it doesn't match where I put it in the video.

If I get you right - I would not delete the unwanted audio, but rather I would mute it. Then you will not lose any sync.

I have the audio the way I want it, but the main thing I wanted to know is how to get the markers and regions to snap to time and video frames instead of snapping to sections of audio when parts of the audio are deleted.
