Subject:saving mp3 changes volume - a lot!

I'm using soundforge 9e, when I save from a wav to an mp3 (128 or 256), I'm getting big increases in volume. Files that peaked at -5db now peak at -2db. Is there a fix for this? I'm not batch converting, just saving.
Is this an issue with version 9?
Can I download version 8 from the website and register it using my serial number for version 9?
