I am trying to improve the sound quality of a speech recorded on a digital handheld recorder, held by someone in the audience. The voice sounds far away, and the hall has some echo. Any ideas how to bring the voice closer and remove the echo from the hall?

Unless you're with the CIA or MI6 you're pretty much stuck with what you've got. Next time stand or sit closer to the person speaking or or if possible sit right next to the PA and put the recorder right next to the speaker cabinet.
Even if you try a noise reduction solution you'll be left with nasty artifacts that'll sound worse than what you've got now.

CSI can easily do this.... but it's fictional .. only on TV.
PS-- The CIA would also be SOL, if they wanted anything more than surveillance quality.
