Question about Metadata and Broadcast Wave -Sound Forge - PC

I downloaded a broadcast wave file to see what the metadata looked like and to see what happend if I changed some of the data, so I changed the OriginationTimeRef in the file from 1984500000 to 1984000000 but ended up with 1 instead of 1984000000 when I saved the file, then I tryed 198000 and ended up with 198, even if I put the original numbers back I end up with a 1 in the field. Can you only put 1-999 in that field and the file I downloaded had wrong data in there? or is that a limitation of the trial version.
