can you scratch like with turntables with acid or any sonic
foundry product. if so which and how?

Acid DJ and Acid Techno have scratchin' loops in their
libraries, but you can't custom make them unless you have a
turntable then you could record them directly into Acid.
You can also take the premade scratch loops and chop them
up and paste them in a different order creating a new
sound, and also you can edit the premade loops in Sound
Forge.
Basically your answer is yes you can, but it is depending
on what your looking for exactly.
