Subject:Audio file can't be opened

I am trying to open a .wav file that is 24bit 44.1kHz. I get an error while trying to open saying "An error occurred while opening one or more files. An error occurred while opening a codec."

The details screen says "the file ----could not be opened"
I thought Sound Forge could handle any bit rate.

If your sound card does not support 24-bit, I don't believe it will be opened.

No, that's not the case.

The error message implies that this is not an uncompressed PCM file, but some type of ACM-compressed .wav. How was the file generated?
