Are you trying to do this using multiple tracks? SF is not a multi track recorder, alas.

When I need to do this, I either use either Vegas as a multitrack audio tool or use Audacity 1.3.10 (beta).

I prefer Audacity as it has a huge number of free plugins, including one that will automatically adjust the level of the backing track according to the level of the voice over. It's called Auto Duck.

What about Acid Express - completely free, and will probably meet your needs?

"ACID Xpress is a free, 10-track version of ACID software for music recording, editing and mixing. It's easy to use..."
