Does this product which is offered as a bonus package for upgrading to Vegas Pro 10 also contain the Noise Reductiion plugin?

No.
Sound Forge Professional ($499 US) has the plugin included.

AS-10 includes "Audio restoration" .. However, this is NOT "Noise Reduction 2.0".
Unless there is a special sale I'm not aware of. Call customer service (on the phone) to be sure, they are usually very helpful and friendly.
