Subject:Pitch-shift envelope?

Is it possible in SoundForge to "pull" the pitch up /down over time according to an envelope? For example I have a sound effect with a tone, and I want to make it dip lower in frequency/pitch for a moment then rise back up again.

Look at Effects / Pitch / Bend. It's not very easy to control accurately, but it will get the job done. It's probably lot easier to use if you first select just the section where you want the tip to occur.
